Youth digital safety · SYPC First Runner-Up

A school-based triage and referral proposal from the 2026 Singapore Youth Policy Competition.

Context

At the 2026 Singapore Youth Policy Competition, my team developed the Youth Digital Safety Pathways Framework and placed First Runner-Up. We focused on what happens between recognising a problem and getting the right help.

My role

I contributed to the team proposal and helped work through how a school-based route for triage could fit alongside the roles of platforms and other organisations.

Approach

The team mapped possible routes for escalation and considered what schools could handle, when a platform needed to act and which cases would need a referral. We framed the proposal as a pilot so implementation questions could be tested.

Proposed reporting pathway

  1. A young person reports online harm. A school contact provides a starting point for the student to seek help.
  2. The school triages the report. The contact considers what the school can handle and where it needs help.
  3. The report goes to the appropriate party. Platform-related action goes through a platform reporting channel. Cases needing specialist support are referred onward.

This is a simplified illustration of our team’s proposal for a pilot.

What I learnt

A reporting route needs clear ownership at each handover, especially when an issue moves between a school and a platform.
